Saints Row 1 and 2 making you build respect to do missions keeps you playing the game longer, and it makes Stilwater feel much more like a real city. You can easily beat the game just immediately doing the next required mission, and following the GPS for everything. So you can go throughout the entire game without ever exploring tonnes of areas. The problem Saints Row 3 and 4 have is that, aside for going for 100%, there's no reasons to do any of the activities (other than the ones that are mandatory missions). The activities in SR1 and 2 being a way to get respect made the player actively explore the map, and said side missions often took the player around areas of the map they might not otherwise. Adding more missions still won't make you explore the world.Making main missions takes far more work cutscenes, unique voice acting, mission scripting, story scripting, etc.
